Canadian-United States Engagement in Afghanistan: An Analysis of the 'Whole of Government' Approach

This book, authored by Kenneth M. Holland, presents the thoughtful analysis of American, Canadian and Afghan experts on how the United States and Canada can most effectively partner with Afghanistan to build a stable, prosperous and democratic nation in central Asia.

This publication was sponsored by the Canadian Embassy in Washington through a grant awarded to the Peace Operations Policy Program of the School of Public Policy, George Mason University, and the PPC

Note:

In late 2007, the Pearson Peacekeeping Centre and George Mason University Peace Operations Policy Programme were awarded a grant by the Canadian Embassy in Washington DC to convene a conference titled “The Canadian-United States Engagement in Afghanistan: An Analysis of the “Whole of Government” Approach.

The conference was convened in early Spring 2008, and this book is the result of the presentations made at the conference.

We clearly recognize that the environment in Afghanistan is a dynamic one, and that this text is the result of a specific snapshot in time. The reader will wish to keep this in mind as data and information has certainly changed during the intervening months between 2008 and 2009.

The benefit of this text is its provision of a context for thinking about lessons learned, and how dynamic environments are impacted/affected by past decisions and actions.
